The year was 1991, grunge had taken over the airwaves and was replaces the 80's Hair bands, some said Metal was dead, but they forgot to tell Savatage.  They were to busy taking Metal into a new category.  "Streets" was a full-blown conceptual album in the vein of Queensryche's "Operation Mindcrime".

It was critically acclaimed and considered to be one of the more influential releases as Power and Progressive Metal moved into the 1990's.  So while Metal was indeed dying in the USA the rest of the world was taking notice and moving towards the more Progressive style of Metal that became much more of a thinking man's genre of music.
