The 'Peel Sessions' was actually recorded soon after 'The Madcap Laughs' in 1970. These sessions were performances to air on BBC's, 'Top Gear Show' hosted by John Peel.
It's all about the sales, especially in this case as EMI a conservative record label were somewhat pleased with sales from 'The Madcap Laughs' that prompted the okay to order a second album, 'Barrett'.

In 1968 when Syd left Pink Floyd he started right away working on his debut solo album, 'The Madcap Laughs', however; the production of it went through many producers and with all the hiatuses Syd took (one of which for psychiatric care) the album wasn't released until 1970.
