"Too much of a good thing" usually translates to "bad"; but in this case, it translates to "gooder".

The Minnesota Council of Churches says that they "...have four to five times the number of volunteer inquiries and interest" as usual.

The influx of help began a few weeks ago, when 31 U.S. governors announced that they were attempting to block Syrian refugees from entering their states.

Minnesota Governor Mark Dayton was not one of them.

It's not the government that's flooding the helplines, but Minnesota citizens that are offering spare bedrooms and supplies to refugees. Many are even offering to teach English classes.
