Here’s the Math Question No One is Agreeing On

Admittedly, I have never been very good at math.  But I do seem to remember that you solve the equation in the parentheses first, then go back and solve the problem as a whole from left to right.  If this is the correct way, then the answer is 16.  If you don't do that, then the answer is 1.

There is a huge debate going around about this.  And supposed math gurus are not agreeing on it... here is the problem:
